There were super mutant remnants roaming around in scattered random encounter bands, and retired old ones running a uranium mining town, because the 'war' was long, long over, and even super mutants have to make a living somehow. The brotherhood was completely irrelevant in fallout 2, because fallout is a series about change and moving forward, not knights in shining armor. They were only brought back because Bethesda has no idea what they're doing, and they have a fetish for the box art nonsense. The enclave, as in all of the enclave, got blown to bits by a nuclear explosion, and the singular base they had on the mainland was overrun by the NCR, because of what a huge threat they posed. Like in NV the enclave are just reminants since FO3, but could just be they lost contact with them and the real enclave had to 'disband' loose members or else they could get discovered and attacked again (same as the BoS). I'd like to think that NV was written by scribes in-game and they don't have much access to things so that's why each game would be different (only way to redeem the cannons). Like info or data was lost or connection lost so no one really knows what happened. Also it's post-nuclear war so maybe things aren't 100% in place. So the other cannons are set in stone but still being versatile enough so i guess i'll give you that one. It's sorta why different games are set in different times and places.

Like if they make a FO:NV2 or FO:NV tales of the west or some ♥♥♥♥ spin off, then they gotta choose one ending or set it in pre-NV like before/during the first battle of the hoover dam.
